Decision Advisory

  • Project Management
  • Corporate Strategic Planning
  • Policy Drafting & Advocacy
  • Philosophical Counseling

See it as it is. Achieve it as it truly is.如是方略,如實成就

The hardest decisions are never a question of method.

When tools and calculations have run their course, what remains is judgment. As-Is Strategies Advisory Co., Ltd. (AISA) is an independent decision think tank that combines philosophical depth with a broad strategic view. We work alongside governments, businesses, educational institutions, civic groups and individuals where power, ethics and technology intersect, to think problems through and to establish sound criteria for judgment.

Approach

The deepest difficulty in a decision lies not in method, but in trade-offs

What senior managers and public decision-makers struggle with most is rarely a lack of method. It is the loneliness of conflicting values and a sense of systemic disorientation: resources are limited, yet choices must be made; stakeholders pull against one another; and shifts in technology and circumstance outpace an organization’s ability to respond.

“Man is the measure of all things.” Criteria differ from person to person, and that is precisely why we help you set your own criteria so that your judgment can truly hold, rather than deciding on your behalf. After strategy comes action; to decide and to act already carries a positive will. “Achieve it as it truly is” does not promise inflated success. It means your results are exactly what they are: no need to embellish them, and no reason to undervalue them.

We do not tell you what to do. We help you think the problem through and build your criteria for judgment.

As-Is: see clearly first, then plan the moves

As-Is means “as things are”: taking no preset position and glossing over nothing, we first look honestly at how matters actually stand.

Strategies is what follows clear sight: working through the possibilities with scenarios and simulations, and drawing up an overall plan in which every advance and every retreat has its grounds.

“As-Is” and “Strategies” are the two steps of our work: verify first, then design the strategy.

The forces lie outside, the foundation lies in the organization, and the criteria lie within yourself

AISA’s services span three dimensions: the macro landscape, organizational governance and the individual mind. This lets external circumstances, the workings of the organization and the decision-maker’s own judgment be considered together on a single map.

Macro landscape

Read the larger trend

Geopolitical risk, industrial supply chains and future trends, prepared for through scenario simulation.

Organizational governance

Secure the foundation

Decision mechanisms, organizational ethics, audit and information security governance, and crisis response, so that the organization runs soundly.

Individual mind

Stand on your own ground

For decision-makers themselves: philosophical counseling to help them regain their criteria between power and responsibility.

Clinical HermeneuticsHow the three dimensions are put to work

Unlike conventional counseling, which deals only with present emotions, we apply deep understanding and structural analysis to interpret an individual’s micro-level dilemma within the wider lifeworld and its historical and cultural context. The three dimensions unfold concretely through three steps:

  1. Textualize

Treat the decision-maker’s dilemma as a text and read it closely, word by word.

  2. Reduce

Strip away the surface language of business and politics to reveal the underlying value conflicts and philosophical fears.

  3. Reconstruct

Give the dilemma a new historical or philosophical meaning, so that it becomes actionable.

Services

Four types of service

AISA’s work takes four forms. Each can be commissioned on its own or combined as the situation requires, and is tailored after an initial consultation.

Project Management

Turning strategy into plans that can be executed and tracked, with scope, schedule and risk under control.

Corporate Strategic Planning

Starting from mission, resources and environment to set medium- and long-term direction and a course of action for companies and organizations.

Policy Drafting & Advocacy

Helping turn policy ideas into legislative text and advocacy proposals, and communicating them with stakeholders.

Philosophical Counseling

Using philosophical methods to help decision-makers clarify their values and rebuild their criteria.

Five fields, one question: will this decision hold up?

The five fields below are where our four types of service (project management, corporate strategic planning, policy drafting and advocacy, and philosophical counseling) are put into practice. Every engagement is led personally by our CEO; scope and deliverables are defined after an initial consultation.

Macro landscape Situation Assessment & Strategic Advisory Only with a clear view of the situation can there be a real decision.

Circumstances change quickly; information is abundant, but judgment is hard. Through scenario simulation and industry analysis, we help you identify the key variables amid uncertainty and prepare several response plans in advance.

  • Geopolitical risk forecasting and countermeasure planning: analyzing how regional developments may affect policy, supply chains and operations.
  • Situation assessment and war-gaming: SWOT analysis and stress testing for a specific plan undertaken by a company or public agency.
  • In-depth industrial supply chain research and trend analysis: the structure, risks and opportunities of global and regional industries.
  • Next-generation scenario planning: developing responses for companies and agencies to meet the needs of the next-generation society.
Suited to
Business leaders, government agencies, research and educational institutions
Typical deliverables
Depending on the engagement, for example: situation assessments, scenario exercises, risk and countermeasure matrices, decision memoranda and other evaluation reports
Organizational governance Corporate Decision-Making & Organizational Governance Institutions are not constraints; they are the structure that allows judgment to be tested.

Major decisions lack grounds, responsibilities are unclear, and systems exist only on paper. We help you build the logic of decision-making and the discipline of the organization.

  • Executive decision advisory: working with leaders to clarify problems, compare options and establish decision criteria.
  • Business development and innovation strategy, organizational strategic planning and project management.
  • Internal production-line due diligence and commissioned external audits and evaluations.
  • Information security management system implementation and audit (ISO 27001), with particular attention to security management in small and medium-sized companies.
  • Social resource integration: helping organizations map and connect external resources and partners.
Suited to
Business leaders, senior and middle managers, small and medium-sized companies
Typical deliverables
Depending on the engagement, for example: decision analysis reports, due diligence reports, audit and improvement recommendations, strategic plans, project management plans
Organizational governance Crisis Response & Public Affairs What a crisis destroys is often not assets, but trust.

When an incident strikes, the greater risk beyond financial loss is often the breakdown of trust and relationships. We focus on the non-financial side of crisis management: internal and external relationships, public opinion and recovery.

  • Internal and external relations and recovery in crisis management: communication, relationship repair and organizational stabilization.
  • Corporate crisis response and reputation management.
  • Defense against disinformation and cognitive warfare: helping decision-makers and public figures face information warfare, online harassment and reputational crises by building an inner “reality filter” that preserves their agency amid confusing information.
  • Policy communication and government relations, and legislative drafting and advocacy.
Suited to
Businesses, the public sector, public figures and decision-makers
Typical deliverables
Depending on the engagement, for example: crisis response plans, communication and relationship recovery plans, public opinion and risk assessments, policy advocacy and draft legislation recommendations
Organizational governance + Individual mind Meta-Governance & Technology Ethics When technology enters the decision, who bears the responsibility?

Once AI and automation enter the decision process, “who is responsible” becomes the hardest question for organizations and the public sector to answer. We use philosophical and ethical methods to help establish accountability and procedural criteria.

  • Philosophical assessment of AI ethics, accountability and legal procedure.
  • Ethics seminars and decision advisory for judicial and government officials: clarifying the limits of human decision-makers’ responsibility once technology is involved.
  • Ethics advisory and decision accompaniment in high-risk environments: for disaster response, trade-offs under scarce resources and high-pressure decisions, drawing on the ethic of responsibility and the Stoic dichotomy of control, combined with the technical context, to offer workable recommendations.
  • Advisory on organizational ethics and power relations.
Suited to
Government agencies, judicial and government officials, senior corporate executives
Typical deliverables
Depending on the engagement, for example: ethics assessment reports, recommendations on accountability and procedural criteria, codes of decision ethics, seminars and workshops
Macro landscape + Organizational governance Resilience for Communities, Education & Nonprofits Resilience is not about enduring; it is about making the overcoming of crises part of the organization’s culture.

Small organizations have limited resources, while their environment changes dramatically. We help build antifragile qualities, turning crises into part of the organizational culture.

  • Resilience strategies for business and society: building ESG-aligned value systems and organizations able to withstand risk.
  • Resilience engineering for micro-enterprises and NGOs: from organizational philosophy to security management, building the capacity to face the impact and threats of new technologies.
  • Economic development planning for Indigenous peoples and communities.
  • Development strategy and cross-sector collaboration for educational institutions, and advisory on university academic administration.
Suited to
Community and Indigenous organizations, nonprofits and NGOs, universities and educational institutions, micro and small enterprises
Typical deliverables
Depending on the engagement, for example: resilience and development plans, cross-sector collaboration proposals, governance and information security improvement recommendations, education and talent development programs

Who We Serve

Perhaps this is where you stand

Business executives and owners

Too much information, too little time, and interests pulling against one another. The hardest part is often not finding a method, but deciding what must be held onto.

Executive decision advisory and scenario planning; crisis response and reputation management; security governance and internal due diligence.

Government and public decision-makers

Public-sector decisions must withstand legal procedure, public debate and the judgment of history, all at once.

Policy analysis, policy communication, and legislative drafting and advocacy; meta-governance and technology ethics assessment; decision ethics accompaniment.

Educational, nonprofit, community and Indigenous organizations

A single security incident, a policy shift or a gap in talent can each be a major blow.

Resilience planning and building antifragile organizations; economic development planning for Indigenous peoples and communities; development strategy and cross-sector collaboration for educational institutions.

Individuals

Some dilemmas cannot be solved by switching methods. They concern who you are, what you care about, and what you are willing to take on.

Reconstructing your life narrative; one-on-one accompaniment structured around the four modules of Meta-Navigation for Decision-Makers; a legacy memorandum. This service is philosophical counseling, not psychotherapy or a medical service.

Why AISA

Why AISA?

Academic depth and practical breadth

Our experience spans central and local government, media management, information security auditing, industry analysis, and work as a field application engineer (FAE) in the drone industry. We have been the client, the contractor, and even the subcontractor who is also someone else’s client, several layers down in all kinds of procurement projects. So we can discuss theory with you and also understand the frustrations on the ground: we know your clients, and we know your pain points.

Handling value trade-offs, not just technical problems

Many consultants stop at process and tools. We also address the organizational ethics, power relations and value trade-offs behind a decision. These are the hardest and least discussed parts of senior decision-making, and our CEO, with academic training as a Ph.D. in ethnology and a master’s degree in philosophy, is well versed in them.

Led personally by the CEO, with dedicated responsibility for every engagement

Every engagement is personally led and overseen by our CEO, Dr. LEE Chung-chih. The chain of decision is short, accountability is clear and confidentiality is high. As a matter of ethical principle, we decline new clients who are in competition with our existing clients.

Dr. LEE Chung-chihPh.D. | Chief Executive Officer

Dr. LEE Chung-chih is the Chief Executive Officer of As-Is Strategies Advisory Co., Ltd. (AISA). His career spans government, media, industry and academia. He has served as a senior civil servant in central and local government, as a staff member on a governing administration’s team, and as a manager of public media. He took part in reconstruction after the 1999 Chi-Chi Earthquake and Typhoon Morakot, and later joined the drone industry, where he served as a company’s chief information security officer and as its field application engineer (FAE) for product and client liaison. Academically, he holds a Ph.D. in ethnology and a master’s degree in philosophy, and has long taught and conducted research in comparative religion, politics, national security and media, business management, urban development, nonprofit organizations and youth guidance.

From practice, he knows that a decision-maker’s greatest difficulty is often not technical but a matter of trade-offs: limited resources, competing interests and responsibilities that are hard to share. He therefore uses philosophical methods to address organizational ethics, power relations and value conflicts, and grounds judgment in the practice of scenario simulation, auditing and crisis management.

He is warm toward people, and he values both institutional principles and team boundaries. He believes that a good advisor does not make decisions for clients, but helps them think the problem through so that their decisions can stand.

A good advisor does not decide for you, but helps you think the problem through.

FAQ

Any remaining concerns?

How is AISA different from a typical management consultancy or PR firm?

Typical consultancies and PR firms focus on methods and technical problems. We also help you clarify the organizational ethics, power relations and value trade-offs behind a decision, across a range that runs from geopolitical risk forecasting to individual philosophical counseling. If your difficulty is that there is a great deal to do and it is hard to decide what comes first, that is exactly where we can help most.

Is philosophical counseling a form of psychotherapy?

No. Philosophical counseling and decision accompaniment use philosophical methods to help you clarify your values and rebuild your criteria. They are not psychotherapy or medical services, and they do not provide psychiatric diagnosis or treatment. If you need such support, we will recommend that you seek a qualified professional.

How do you ensure quality and continuity?

Every engagement is personally led by the CEO, and key judgments are never passed down a chain of subcontractors. If a project requires legal, financial or other expertise, we will tell you in advance and recommend suitable professionals.

How are conversations and materials kept confidential?

We can sign a non-disclosure agreement before the initial consultation. The materials and conversations you share are used only by the people handling your engagement, and are kept and destroyed according to the agreed terms. Once you become our client, we will not serve new clients who compete with you for the duration of the advisory contract. Whether or not your contract with us has ended, AISA and its staff will keep all information about you and your company confidential, permanently, and without your consent we will not disclose your company’s non-public cases in our portfolio or in teaching materials.

Do you have a political position?

Grounded in the universal values of democracy, freedom, security, peace and human dignity, we do not serve groups opposed to these values. Beyond that, AISA does not represent any political party or political group. We provide decision analysis and ethical assessment; we do not make political statements on our clients’ behalf.

How are fees structured?

In line with common practice among legal advisors: corporate and government engagements are quoted individually based on scope, timeline and deliverables, while individual philosophical counseling is billed by session. Fees are explained during the initial consultation, so you have a clear sense of the cost before deciding to work with us.
